Charities object to being used as dumps

What can be a small but steady stream of rubbish dumped outside charity bins and shops during the year can turn into a veritable river over the Christmas and New Year period as workers take time off.
Koomarri ACT general manager Margaret Spalding said dumping over the holiday period was a problem every year. "People seem to use this time to clean out their cupboards and unfortunately don't seem to realise that donating things that are not useful or reusable actually costs charities money, she said.
Ms Spalding couldn't "put a figure" on how much it costs Koomarri each to transport rubbish to the tip. However, she said a major issue associated with dumping was the contamination of otherwise useful articles. "People throw kitchen rubbish in, dirty nappies."
Mrs Spalding said Koomarri used to have about 70 charity bins around Canberra but now had 12 "because it's just not cost-effective". She said, "I think people think they are doing the right thing but they really do need to think that if they can't use something, is it useful to someone else?"
However, the deputy chief executive of St Vincent De Paul Society for the Canberra and Goulburn region, Michael Taarnby, had harsher words. "When you've got torn and unusable mattresses, broken furniture, smashed TV's and various types of organic matter, people know exactly what they are doing and their either being malicious or stupid." He said last financial year it cost the organisation $80,000 to $90,000 in tip fees.
Still, Mr Taarnby encouraged those generally wanting to make donations to "deliver those goods during work hours" so "thieves don't rat through" and take usable items.
Like Koomarri, Mr Taarnby said the charity had to take about "30 bins off the road" and now only had 7 bins around Canberra.
The Salvation Army experiences similar problems. Each year it spends more than $5.5 million nationally disposing of the equivalent of 4,000 truck loads of rubbish.
