Labor reneges on Gungahlin shopfront promise

ACT Greens leader Meredith Hunter remains confident Gungahlin will soon have a government shopfront despite the ACT Government reneging on the two parties’ agreement to establish one this year.The Labor-Greens agreement was signed after last year’s October 18 election and contained several Greens initiatives the Government committed to implement in exchange for the Greens’ support for Labor to form Government.
Although the Government followed through with many of its promises, including re-establishing a southside library, providing a more regular ACTION bus service and a multimillion-dollar commitment to upgrade footpaths and cycling paths, some missed out on funding in last week’s ACT budget. Among them, the agreement provided for the establishment of a Government Shopfront in Gungahlin this year to provide services such as motor vehicle licensing and registration. The nearest shopfronts are in Belconnen and Dickson.
Ms Hunter said yesterday she was disappointed the item was not funded in the budget, but would continue to lobby for it. “This doesn’t mean that we will be walking away from this,” she said. “We’ll continue to work towards getting a shopfront which will provide services that are provided to people in other town centres across Canberra.”
Gungahlin Community Council president Alan Kerlin said he was also disappointed. There was a real need and justification for a shopfront because of Gungahlin’s rapidly expanding population. “It’s just one more thing that we have to commute out of Gungahlin for,” Mr Kerlin said. “We’ll certainly be pursuing that for the next budget … not having (a shopfront) just adds more people to already clogged roads.”
Responding to a question on notice from Greens planning spokeswoman Caroline Le Couteur, Chief Minister Jon Stanhope said this week, “timing for a shopfront in Gungahlin is being considered by the Government in the context of the parliamentary agreement and services planning for the town centre.”
Other items in the agreements that missed out on funding were a trial of organic waste recycling at six high-density residential developments in 2009-10, and the provision of “adequate funds to ensure all primary school students have access to swimming and water survival skills by July 2009”.
Ms Hunter said the Government had made up for the lack of funding for an organic waste trial by funding other measures, including $483,000 to develop ways of reducing landfill. In relation to water survival skills, Ms Hunter said all government schools that offered swimming and water survival programs provided subsidies. However, there were several schools that still offered no such programs.
